    Chief Technology Officer (CTO)

    This role has  a mandate to “Solve for Billion Indians” by architecting open National Gov Stacks that enable accessible, efficient & transparent service delivery to ordinary citizens in areas like water,sanitation, health, urban  and public finance management.

    The eGov Foundation (https://egov.org.in) was founded by Nandan Nilekani (founder Infosys) and Srikanth Nadhamuni (ex CTO Aadhaar) with the mission to “Transform Governance and service delivery at a massive Scale & Speed. It is supported by Bill and Melinda Gates Foundation, Tata Trusts, Omidyar Network and Nandan Nilekani. We currently work with 14 states and 2000+ ULBs  in India. More than 160 million citizens have benefited from our work. DIGIT (Digital Infra for Governance, Impact and Transformation), our open tech stack, is one of the largest open Gov Tech Platforms in the world.


    Job Responsibilities:








    1. Build the Tech vision and strategy: CTO must work with the CEO and other executives to develop a technology strategy for eGov. This involves goal-setting, discussing options, and analyzing risks. The technology strategy must align with eGov’s overall business objectives and mission. Constantly look at business objectives and changing landscape and provide options to execute on strategy

    2. Set design principles, create reference architectures and make key tech choices: The CTO will define the key architectural principles and reference architecture that helps the mission to deliver on its strategy and plans. In making these choices he/she will need to balance the needs of multiple stakeholders –  citizens, communities, governments and market actors. He/she will also be responsible for keeping up to date with emerging technologies and make the choices on tech building blocks

    3. Facilitate creation and adoption of key standards: The CTO needs to work with domain counterparts in creating and/or adopting necessary standards in the respective domains and evangelise their use. He/She will also drive adoption of these standards internally and within the ecosystem.

    4. Provide leadership for innovation and re-imagination: The CTO will be responsible for R&D function that will evaluate new technologies and approaches that help drive platform innovation towards achieving mission goals. He/she will also play a key role in applying the platform thinking approach  to solving complex problems in new domains.

    5. Design and evangelise the tech governance at eGov and for the ecosystem: Working with Product Mgmt, Engg and Implementation to create interlock between tech and the business strategy. Ensure that key principles and standards are being adhered to not just within eGov but also across the open digital ecosystem. This will include setting up governance processes, quality frameworks, guidelines etc.

    • Set up governance process both within eGov and with the ecosystem actors

    • Responsible for build quality, security and data protection processes

    • Drive contribution from the ecosystem into DIGIT, and set up governance processes to seamlessly integrate external contributions into the DIGIT releases

    • Be the chief “tech guru” to help solve hard problems


    6. Evangelise and advocate open digital platforms: Provide a face for eGov’s theory of change of  leveraging public digital goods to solve complex societal challenges at scale. This is done by representing eGov in speaking opportunities, participating in govt committees, blogs, etc. In addition building coalitions with govt entities, multilaterals like world bank, market players to advocate the importance of open platforms and open digital ecosystems.

    7. Attract and mentor tech talent: CTO will mentor the top tech talent within the organisation. In addition he/she will leverage their networks to attract talent, organise hackathons and related tech events to get volunteers and ethical hackers to contribute to  the mission.

    You know how to and are deeply motivated by designing and delivering stuff to our users at scale and have the stamina to see it all the way through. You are curious and always seeking newer and better ways of solving problems. As CTO, you have to be ahead of the curve. You are constantly reading about the latest tech, going to meetups and conferences. Also, you challenge your team-mates to read up on something new and try it out. Tinkering. Breaking toys to see how they work are qualities that you had as a kid. You can communicate effectively to diverse stakeholders and can build relationships both outside and within organisations.  You are able to see the big picture and link tech vision to the business strategy. We know you are ruthlessly goal oriented. You have strong organizational capability and are reliable and dependable. You are able to separate out the big deal stuff from the noise. You understand risk, interdependencies and probabilities. Able to make 80/20 common sense cut through decisions. And you are composed under pressure.

    We believe that you should have 15+ years of experience with experience in designing and building complex and at scale platform.
