    Manager Advocacy - Public Finance Management

    Bangalore
    eGov Foundation (www.egov.org.in) was established in 2003 by Nandan Nilekani and Srikanth Nadhamuni to partner with city administrators in order to leverage the transformative power of technology for better quality of life in cities and to make them sustainable.

    The foundation is supported by Bill and Melinda Gates Foundation, Nilekani Philanthropies, Omidyar Network India and Tata Trusts as long term benefactors.

    To ensure that every citizen in every city of India should be able to access all services they need with ease and transparency, eGov has built DIGIT (www.digit.org) platform- a Public Digital Good. This platform can be used by Governments, Enterprises and civil society to co-create and deploy locally relevant solutions. Over the last 17 years, the foundation has partnered with more than 1500+ towns and cities across India and more than 16 crore citizens have benefited from its platform.

    Role

    The Manager Advocacy - Public Finance Management will design and implement advocacy strategies for the India Financial Information Exchange (iFIX), a digital infrastructure for Public Finance Management (PFM). The Manager will work closely with the iFIX team, the Policy Initiatives team, and eGov leadership to support our engagement with ecosystem partners and government officials across India.

    Mission Context

    The movement of money from one level of government to another can be a long and tedious process in India. The process is marred by significant delays in funds reaching the last mile, uncertainty for intended recipients, administrative burden for front-line managers, poor quality of audit, and large amounts of unutilized funds. (By one estimate, at any given time there is an unspent balance of approximately Rs. 1 lakh crore parked in various bank accounts across the administrative system.)

    The PFM Mission at eGov aims to improve the financial health of government at multiple tiers, and to help governments adapt to dynamic and evolving needs. The ultimate goal is to ensure a functioning and responsive service delivery system, where available funds are deployed in ways that create an enabling environment for businesses and individuals to prosper and stay healthy.

    Job Responsibilities

    The Manager will be responsible for engaging with a wide range of stakeholders - including PFM experts, financial sector leaders and practitioners, industry representatives, civil society organisations, and government officials and employees - to present the mission goals and needs, and to secure their enthusiastic and active participation in the mission. This will include:

    • Mapping the ecosystem to identify key stakeholders

    • Creating partnerships with key stakeholders

    • Supporting eGov leadership in meetings with senior stakeholders

    • Conducting research on existing policies and regulations, to identify gaps and best practices, and to suggest possible amendments

    • Developing communication and advocacy materials to present the mission to various stakeholders / audiences (memos, briefs, talking points, speeches, articles, press releases)

    • Coordinating with teams within eGov and partner organisations; supporting program planning, management, and monitoring

    • Coordinating with the iFIX team & eGov leadership on mission strategy & fundraising


    Desired Qualifications, Skills, and Experience

    • The ideal candidate will have the following background:

    • Bachelors’ degree from a reputable institution required; Masters’ degree preferred

    • Prior work experience in stakeholder management, advocacy, and communications -- at least 4 years required, 5-6 years preferred

    • Experience working with distributed and multi-organisation teams; demonstrated ability to work with / supervise consultants, fellows, and interns

    • Experience conducting research on policies and public administration; demonstrated ability to present insights from research to various stakeholders

    • Demonstrated ability to create briefing materials, slides, memorandum, talking points, press releases etc.

    • Excellent verbal and written communication skills

    • Excellent listening skills, tact, and discretion

    • Comfort with ambiguity; demonstrated ability to anticipate complications, and to manage crises or unexpected circumstances in a calm and systematic manner

    • Strong ethic of service; ability to mentor others and develop their skills through the process of collaboration

    • Experience or training related to public finance management strongly preferred

    • Fluency in multiple Indian languages will be an asset
